Energy Fail problems

I decided 2 play Cross E... again to get all the skills with all the characters, but then I ran into trouble with Shurelia's Energy Fail. Regardless of how many times I use it, the level bar doesn't move. Also, when I use it in battle, it doesn't show any indication of stat increase. Is there a special way to use this skill or something?

Is Energy fail an attacking, healing or reviving move? i forgot, but i think that healing moves have to actually HEAL something to level up

Energy Fail is a stat increasing skill.

I don't think they do. Attacks can skill up on misses or 0 damage, so I don't see why it would need to heal someone.
