Help on using new skills.

Hello and congrats for your work on those games .
I'm from Europe ,and I hope that you could help me with this problem.

I have a party where some of the people that I choose to play most are Lyner,Felicia and Morrigan.

I know that there are 8 normal skills and 3 EX ..although I have passed level 30 with all of 3,only Lyner has already 3/4 skill moves that I can choose,Felicia and Morrigan continue to have just the first one.
Besides,for Felicia has appeared the Ex skill that i can choose with triangle...anyway I can just select and use the square one,the other one remains written in red and i can't use it in battle.
Could it depend from some weapons with more slots or the upgrades/recipes at the save points?
At the moment I've just survived the Reicher battle on easy mode(please no spoiler ).
