I decided to get BRS today and tried to get it on PSN, because you know, those 'it's out in Europe now' emails and what not. Naturally, Australia gets the short end of the stick, again, and there's nothing on the AU PSN store at all. Not even the trailer. This kinda of bullshit makes me wonder why I even bother playing games.

I would really like to know what companies created the licensing issues in Australia. Unless it's the OFLC's costs or something stupid like that.

For Australia, we actually aren't able to release our digital games there due to how OFLC rating works and the process a game has to go through. We're looking into ways we might be able to rectify this, but as of right now we can't release any digital-only games there.

I suppose that's really Sony then, or rather the fact they have an Australian presence and don't want the risk. PC and mobile games completely ignore the OFLC, even if their game failed the ratings coughTheWalkingDeadcough.

The OFLC hasn't actually ever called out digital only games without ratings, as far as I know.

Yeah, I'm assuming OFLC is the same as ESRB - they're not required by any law or regulation, but each platform owner (Sony, MS, Nintendo) requires any game released on their system to have a rating.

Actually, they are required by law, but due to the law's age they don't enforce it against digital or imports, with the exception of things that couldn't even get rated under the new 18+ rating. It only really effects retail, and any shops that sold imported stock sometimes had unrated or games that had failed classification, like The Walking Dead, for example. Occasionally imports of high profile refused classification games like Left 4 Dead 2 and Mortal Kombat 9 were stopped on import, but even that was rare. Most of my collection is imported, some before receiving a classification, some never will, not once have I been called by customs.

Platform owners perceive this as a risk even if the OFLC have shown that their policies differ slightly from the law. There's supposed to be a classification review going on, the first result of which was the addition of the 18+ rating. Theoretically one of their goals of the review was to eventually add a cheap way for indies and niche games to be classified at a low cost for online only distribution. Which clearly isn't done yet.

Not that I expect this to change your position, but I guess it's a good idea to know why Sony does what they do. :p

I did know that the 18+ rating was a special issue, but the rest of that was new to me. Neat!

I was wondering how come you guys are put into the PAL bin, but can't have PEGI rating used instead of that (I dare say after hearing legends about it) crappy OFLC.

...because Australia uses its own rating system.
They are not part of the area that use PEGI ratings, which is only European countries. Many countries have their own ratings boards, and thus they are the ones that need to be consulted to release games there.

Unless the probable cause of a licensing issue is resolved one or another, unlikely.

Sigh.. Sorry for being rude but I read that it may be licensed to Canada and then it's a no. Can you just please confirm if we aren't going to get it 100% and that NISA doesn't care anymore?
This really sucks for me, I really wanted this game so bad ( from Canada )..

It's already been stated multiple times they simply cannot due to licensing issues.
It was a fairly definite answer unfortunately.
