PSN avatars for PAL regions?

I often wonder if SCEE is actively trying to chase away publishers from their platforms.

Im curious whats up with these avatars though.

Some time ago we actually had a Disgaea 2 avatar that was available in the NL PSN but later it vanished from the store. Than later a batch of Disgaea 4 avatars were released but it showed up as an empty category on the NL PSN store.
This week another batch was released and it was supposed to be available for NL but their not on the store.

I asked sony about this on the blog multiple times but they refuse to answer.

Can someone shed some light on this?

That's because of SCEE stupid Policy, that require Publisher to translate the Document to get stuff up on PSN to the Country Languages.

Really hope Sony soon remove this Policy, since I really want HDN Avatar (when they come to EU)

Yeah i know. Heres a quote from a Capcom staff member about the subject:

Something’s take a long time for very little return. So they are not prioritised.

Avatars is one of these, without sharing confidential information of our first party partners there is an extremely long process that involves localising large reams of data in 12 languages in the submissions process. There are no shortcuts and the whole process can last several months from start to finish.

It's very time heavy and simply put we don't have the staff to make this 100% priority ahead of getting a game out of the door and on the shelves.

But the weird thing is. The Disgaea 2 avatar (IIRC it was Adell) WAS available on the NL store but it mysteriously vanished. The first batch of D4 avatars showed up as a category at first but there was nothing in it and than the whole Disgaea 4 avatar category simply vanished all together without an explanation.
And in this weeks batch the Netherlands are not listed as an excluded country but still we dont have them.

SCEE is playing ostrich around this subject. But i would really like to know what is going on. Is this a a screwup on SCEE's behalf? I mean the Totori DLC is STILL not properly displayed in the NL PSN and only accessible by a manual search despite several reminders to fix this so that would not surprise me at all.

If its intentional and the NL was never supposed to have them, thats fine too and i wouldn't hold it against NIS or anything. I just wish someone would simply be upfront about it so i can finally stop clinging to the hope SCEE fixes their store one day and they show up for purchase again.

Well, that's because obviously they made the category universal, but obviously it was empty due to not being available in your region.
Also, the Netherlands is listed under the exclusions, but I'm pretty sure it's been listed as "NE".

Nothing is obvious with SCEE. Our store has 2 avatar category's for some reason and it has Fantasy Fantasy Tactics listed under fighters to name a few highlights.

The second batch of avatars were added quietly along with the Disgaea 4 and Totori dlc for the Netherlands and Belgium IIRC so it remains a mystery what country's were supposed to get those avatars.
People questioned the PSN blog guy about it repeatedly but he simply ignored us much to the frustration of many.

I did look up the first one and it was listed as:

Disgaea 4: Axel Avatar
Prices: £0.40 €0.49 AU$0.90
Not available in Austria, Belgium, Denmark, Finland, Norway, Poland, Portugal, Sweden, Switzerland, Ukraine

And i know for a fact it was up for sale on NL PSN for a while hence why i did not interpret "NE" as a typo.
Though that still leaves the question why it was pulled off our store.

I'm more confused at how they got it wrong, although 'NE' is a valid designation for the Netherlands under some American system.

so 5 more disgaea 4 avatars randomly showed up on the store today, dunno if they were submitted months ago or what and just came through now but enjoy! includes laharl and rasberyl

I have have no idea. So far i know Netherlands is shortened to either NL or NED. On the PSN blog they use NL normally.

I do know one thing, The PS3 is my last Sony console.

But why are the avatars so difficult when the DLC is just released for these games in NL? If they release the Hyperdimension Neptunia avatars in the Eu PSN store I hope they will also release the avatars in NL.

My best guess its something else that publishers are not allowed to disclose. I asked around and they all say its the metadata thing. But after checking it seems all avatars on the store have the same description or a minor variation of this:

Download deze avatar om aan je online-id voor Playstation®Network toe te voegen.

Ga naar eu.playstation.com voor meer informatie over avatars en de spannende wereld die Playstation®Network heet.

So either SCEE has a template for avatars or every publisher just copy-pastes it.

And i really cant think of any other metadata one can add to a square jpg image except for EXIF data but you cant even access that for avatars on the PS3 so far i know. So its probably what the Capcom guy said: allot of work for little in return. After all the average avatar is 50/99 cents.

Unless the gaming press finally decides to jump on and expose SCEE's backwards submission policy's for the whole world to laugh at we will never know i'm afraid.
