The movie is great in my opinion, with a half decent English dub to boot (although I wasn't a big fan of Wendee Lee's portrayal of Sakura). The TV series remains somewhat loyal to the original game, but makes some awkward changes, the changes to the Kobou design for starters.
My personal opinion on each:
Sakura Wars OVA (1st) : Watchable, but not a lot of replay value. Provides a look into how the team got started before the game, so that's something.
Sakura Wars OVA (2nd) : Definitely a much higher production level in this, with much better art and animation. Just a bunch of little side stories that really don't accomplish a lot. Although the interactions between Orihime and Kohran in one episode is classic.
Sakura Wars TV : As I said, very low budget looking. There's literally almost no color and it just looks so bland. Has some alterations to the original story that may actually make some die-hard fans unhappy. Oh well, at least Kohei Tanaka did the music and remade some of his more classic tracks for it.
Sakura Wars The Movie:
One of my favorite full-length movie anime ever. Just to see such high production values on every level from animation to special effects to music is such a joy. The opening and ending musical scenes are a real joy to watch as well.
Sakura Wars Sumire:
If you've followed Sakura Wars as long as I have and enjoyed it as much as I have, then this is nothing short of a tearjerker for you. It was sad to see one of my absolute favorites in both Sumire and Michie Tomizawa (also Sailor Mars' (Sailor Moon) Japanese voice, among countless others). But as Sumire goes out with a smile and her trademark laugh, you can't help but smile as well, knowing she went out the only way she could.
Sakura Wars 3 OVA (1st):
The Paris girls get their shot on screen and it's actually not half bad. You get to see just how Erica, Glycine and Lobelia came to be a part of the team. Unfortunately, Coquelicot and Hanabi don't get a lot of screen time (that would be remedied later). But with the former, you feel like there is actually something accomplished by watching this, with this acting like a prequel on some levels.
Sakura Wars 3 (2nd)
I still have another episode to watch of this, so I can't give a full review. The first episode gives Coquelicot and Hanabi some time to shine, as before mentioned. But the best is the second episode, which gives Mell and Ci there chance to shine and even do some semi-cosplay in the process.

Sakura Wars V OVA:
It has it's moments, but there is WAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAY too much Petit Mint in it. It's funny for about the first five minutes, but after that it just gets REALLY old. So much so, that it almost completely ruins it. Which is a shame, because there is a semi-decent story behind it.
