Publishing or developing is fine.

1) Nintendo - Pokemon rpgs, mario rpgs, a new golden sun, localizing magical vacation/glory of heracles for the first time, bringing dragon quest over, fire emblems, monolith work, partner ship work ( last story, pandora tower)

2) Namco bandai - alot of tales, super robot wars, digimon, random rpgs of good quality.

3) Square enix - Best gen ever from them in my opinion. I do not consider handheld games a fault

4) Atlus japan - etrian oddessy alone would be enough for inclusion. But creating devil survivor and radiant historia puts them over the top


5) mistwalker - blue dragon, last story, lost oddessy, ash archiac are some of my favorite rpgs

6) Western tandem of bioware and bethesda - They are western rpgs basically

7) SEGA - publishing shiren for first time, valkyria chronicles, real shining srpgs ( 2) means inclusion

8) Konami - 2 suikodens, 3 metroidvanias, beyond the L

9) nis japan - zhp, disgaea 3/4, atelier localizations are worth being in the top 10

10) level 5 - ninokuni, inazuma eleven, d' arc can make up for white knight

yeah I would say nis japan overall knocked themselves down.

disgaea 3, disgaea 4, zhp are great

but overall last gen with disgaea 1,2, soul reaper, phantom brave, makai, la pucelle

System Prisma is a separate developer that was bought by NIS.
So that's a pretty good comparison, actually.
Although, Compile Heart was an independent company known as "Compile" back in the 90's.
You know, before they went bankrupt, gave the rights to their Puyo Puyo series to Sonic Team, and starting making shitty games.

My list will likely be similar this gen. Technically that list was for last gen honestly. This Gen's just begun really. Although, so far, GUST will be bumped off the list if they don't announce something soon...

So far this next gen really only has vita and 3ds in it

And so far square will have rocket slime 3, KH very early, so they get the top spot.

But once paper mario, fire emblem are out its a war

And, this gen, we have Infinite Souls, MK2 (NISA version), Graces F (NB Version), Ni No Kuni (NB version), and who knows what else?
