I know the paint shop lets you change your character's color. But does it let you pick from different Tiers colors. Like if I had a tier 6 Slime could I give it a Tier 2 color without making it a Tier 2 using the paint shop?

Yup. Providing you unlocked the required tier i use the andriods first colour for my teir 6 android just cause it looks better . also there are 3 other extra colours for everyone but they cost a lot of HL.

Once you find the Character Painter in the Item World, you should unlock the ability to pass a bill to permanently have access to the Color Shop in your base.

There's no real advice on finding him since it's random in the mystery gates.

You mean the black pallete colours or somthing close to the malice units colors? well some units come with black as you go up in that units teir, others have it in extra colours.
