Histoire's mission she assigned to Gear was to amass shares so they could create a new Sharicite. All the other things just happen while she is working to achieve that goal.
And I see it the other way, that Gear is working to better understand the other Candidates, and befriend them, and they're all working hard to become stronger and do their jobs better. Histoire's mission/etc are just plot devices that help them get to that goal.
I am positive it will never make sense to you. As I said, this is why I'm more of a fan of Slice of life, because that's what I focus on. Not the world about to ending. Not someone becoming all powerful. I focus on the interactions between characters. The story is something I CAN enjoy. And usually do. But, the character interactions are what I truly enjoy, and what I focus most on.
