That would actually provide balance. The value of achieving high rank in this case is to simply ensure that you yourself have a decent setup, as opposed to those in the other teams who must rely on random selection of the equalizer to gain power. I strongly suggest you use this approach as it gives hope to the screwed-over majority. From a control-system perspective, I believe this approach would be ideal.

- "Miss" counts as "hitting resistance" in this case. "Miss" happens when a command fails to hit target. Commands that have a certain "success rate", such as Expel, don't "Miss" if their effect didn't come into effect. They miss only in case they failed to target the foe.
