Didn't use Paint in a long time, but if I recall correctly: Ctrl+W lets you resize the image. You give it the percentages and the image is resized.

Basically, the idea is that instead of using images like this, you only use images like this, and draw the entire panel with a smaller size (e.g. 1/3 or 1/4 its original size). Then press Ctrl+W when you're done to resize the entire image (unless you want tiny sprites). That's it.
