Dunno if it's just my mental image or not, but I feel like her breasts are really low there, other than that thoug, like~

I'd argue perspective comes into play too (arm hides the full shape), and don't expect breasts to go straight forwards. I bet that's pretty much the bottom of the breasts that's visible and that the dress is making them look like they're going lower than they are.

...am I seriously debating that?

That's actually a pretty common style, I see it a lot when browsing Pixiv and other websites.
I don't know how the angle is impossible, seems fine to me, but whatever.
