Doubt NISA has the money to do a limited release of a game (they ain't Square Enix)
NISA has done limited releases before. Like look at Ar tonelico III and Hyperdimension Neptunia 1 used to be a limited release. Plus not many companies are supplied with NISA games anyways because of them being niche for most stores which is why it's like Gamestop, Amazon, and maybe a few other places besides the NISA store carry them.
Limited releases do vary since well the company who localizes it wants to at least break even on the localization cost(but of course making some money off of it as well doesn't hurt either). But it seems to me that sometimes companies go with the limited edition only routes and then see if there's a market for a standard release(which was why Hyperdimension Neptunia no longer became a game that was a limited release).
But it's hard to really know exactly how many copies they should make for each game(or at least I would think so) since it depends on how well it's selling.
